New option 'diff-ignore-whitespace-switches'

Allows specifying the switches to use when ignoring whitespace for
those of us who don't like "-b".

* lisp/vc/diff-mode.el (diff-ignore-whitespace-switches): New defcustom.
(diff-refresh-hunk): Use it when ignoring whitespace.
* doc/emacs/files.texi (Diff Mode): Describe the new option.
* etc/NEWS: Announce the new option.
